    does the 6 months apply from when you first pass your theory test and gain a learner permit

    or does the 6 months apply from when you first get insured on your learner permit?

    my point being, if it counts from from when you pass the theory, is it possible to not drive at all during them 6 months and then go straight for the full test when the 6 months is up?

    Get your learner permit,test can be only done 6 months after that date.

    Yes. It is 6 months after the date the permit was issued. You may apply before this date however.

    just to confirm its First permit isn't it? Like if you had a provisional years ago your permit doesn't have to be dated at least 6 months ago?

    As has been said, it is 6 months from the date of issue of the 1st Learner Permit (in categories A,A1,B,BE,M & W only). Whether you actually drive or are insured during that time is not relevant in a legal sense.
