    According to that even speeding is considered a crime. I think the terms most appropriate in this country are indictable and non-indictable offences.

    They can consider it a capital offence is they like.. but traffic convictions are just that.. traffic convictions, they are not deemed to be a crime in legal terms.

    Explain how it is a money making scam? Its bi-annual, the test fees are rather low, and every other country in the EU has such a system - generally with higher fees and annually.

    Usually, its people who have had non-roadworthy cars failed that complain about the NCT, ditto the MOT in the North, and so on...

    In NI, you'd have paid the equivalent of €71 and had to take two days out to get your car tested in the same time-frame as one day and €49 here.
