Who decides when an election is called? Is it possible for the general public to oust a government?

The President will be asked to dissolve the Dail.
The government won't do this unless:
    1. The 5 year term is nearly over so has to be done
    2. They're mega popular so they reckon can secure another term with an election victory so they call an election
    3. They were forced to like some scandel or motion of no confidence.

That's a realy simple explanation and I haven't referenced the constitution or anything

If you're looking remove them yourself, then there's always armed rebellion! :pac:
