Check out this article from the BBC website:

    Particularly this bit:

The rules put a retail price cap of 11 cents on texts sent while roaming - a substantial cut on the European average of 29 cents. The ministers backed a cap of 1 euro per megabyte on the price of downloading data - though this applies only to the charges operators levy on each other.

So it will now, under certain circumstances, actually be cheaper to roam than use your phone at home!

EDIT: Just noticed the last part. Apparently not. I think it gives the telcos too much room to maneuver.

Great news! Now my mobile operator, O2, who charge €10 per MB for data roaming will now have €9 of pure gravy instead of the paltry €6 or 7 they make now.

Seriously, though, shouldn't they be mandating a maximum retail charge?

Currently living in Belgium, cost of sending an sms to a non-Belgian number is almost a €1 from <all> local pay & go operators.
Cost of doing the same using my Irish O2 number / any other EU mobile: €.29... soon to be €.11...
