Your charges will increase if you are an O2 or Vodafone customer. Just checking their websites this morning and they have increased all of their call charges for Bill Pay customers. Meteor have not increased any of their charges and appear to have not passed new VAT rate on. Likewise, 3 don't seem to have increased any of their charges.

I imagine it will be eventually passed on by all the operators, perhaps in January. 0.5% is 50c on every €100 anyway, so the actual amounts involved are quite miniscule. On vodafone for example, sending 150 text messages will cost an extra 6c under the new VAT rate.
