Aer Lingus 10 euro handling charge

Just booked a flight to Frankfurt with Aer Lingus. On the last page before I paid, they lumped an extra 10 euro 'handling charge' onto the flight. I thought there was some directive about upfront pricing? They add the taxes and charges on the first page but not the handling charge. Is this legal? A
