VRT OMSP- based on dealer or private?

Quick question - If I was to appeal the OMSP for VRT should I use current examples of dealer cars or private sale prices? Does it make any difference how old the car is? E.g. whether the manufacturers warranty is still valid cars 3 years or younger.

As far as I know its a figure based on invoice prices on similar cars supplied by SIMI.
