Guessing game

Following on from the largely unpopular 'where has my lane gone ?' puzzle, now we have a 'Guess the correct speed limit' game on the M50 northbound between the etroll bridge and the N3 exit. 60k signs along the left side, interspersed with 100k signs along the right side

So, is it 60k in the left lane, 100k in right lane, and 80k in the middle, or is 60k across all 4 lanes for 100m, then 100k, then 60k, then 100k, then 60k, or are one set of workers on the M50 having an arguement with another, or what ? Theories please, conspiracies welcome. This is not original by the way, as a similiar arrangement persisted for months on the N3. It's time there was some regularity body to oversee standards at roadworks, which seem to be generally quite poor. Would you see this idiocy going on in any other self respecting country ?

Also havn't seen any line painting going on (other than eventually on the M50) since the economy went tits up, but there are plenty of places where road markings have almost completely disappeared. Another casuality of the recession ?
