Quick question, if a builder sub contracts part of a job to another builder, does the subcontractor charge VAT?

From Sept 1st and work invoiced to a "Main Contractor" by a "Sub-contractor" under an RCT situation does not charge VAT. The Main Contractor returns the VAT to revenue.
