    no they don' issue static IP's and you have no option to 'rent' one, although in saying that I had the same IP with NTL for almost two years but if it changed in the morning they are doing nothing wrong

    you could use dyndns to ensure you have a static name to point to your server ip address. You can set your router to update dyndns if your UPC ip address changes.

    If your router supports DynDNS, that is. Not all do.

    Logmein.com is usefull for remotely loging on to your PC from anywhere, even if the IP address changes. It may be useful for you.

    I don't understand, why do you need to change the DDNS on the DVR also?

    You only need to do it on the router. Its only the public IP that will change. Use NAT to access the DVR from outside the private IP range.
