Do BT shape domestic traffic?

    I have a friend who has a VPN set up, and I can log on no problem coming in from Chorus/NTL into a BT Business setup using a BT Micro.

    However, they themselves coming from a BT domestic account are having serious issues. I've been lead to believe that there exists a possibility that BT are shaping their traffic in an effort to force consumers up to a more professional package in order to use a VPN?

    Can anyone confirm or deny if there is any factual basis for any of this?
