The device then uses satellite positioning to check if a vehicle is breaking the speed limit and will automatically slow a car down and apply the brakes if necessary.

Is this just another dodge by a "Big brother" fascist state to log and check every move under the "safety" and "environmental" Trojan. Is well proven that speed is not the main cause of accidents
