Software that allows drawing onto video

Does anyone know if there's a software application for the PC that will allow you to draw onto a video and then save the video. Something similar to a paint program but instead of drawing onto a canvas your drawing over video, possibly with animation. Corel videostudio has an option called painter, but it's a good idea…

Corel videostudio has an option called painter, but it's a good idea
badly implemented all the tools are freehand so it's hard to get straight
lines to illustrate height etc.
