Unregistering Car Reg

Hi, I have recently received a payment request for use of M50. The charge was registered against a car reg I thought I had registered as scrappage but possibly not. It is possible it was an e-Flow error. However, can someone tell me who do I need to tell that my car is no longer mine. Thanks, Peter.
