I just moved back into the countryside.

Problem for me as this means going from Magnet 50Mbit Fiber to DSL.
Had to call in a lot of favors and managed to get a new line brought
    from the exchange.

I've been having issues with latency (450ms avg. ping to google!) due
to interlacing being jacked up. I'd like to dial back the speed of the line
a bit to allow the interlacing to be switched off.

Problem is I can't afford to lose the bandwidth, I run the line at 90-100%
    utilisation 24/7.

I have a Cisco 1841 and 2 DSL WICs for it. I'm wondering if BT or any
other Irish provider support Multi Link PPP so that I can load-balance
    the two lines.

    No DSL providers do anyway.

BT supports MLPPP in the UK.

    Does Eircom?

Maybe you could try lancomms.ie - they're a subsidary of eircom for the corporate market...they may be able to assist you more...
