Connection between Social Welfare and Revenue

A friend of mine has recently been made redundant and want to claim the dole and rent allowance. His landlord seems reluctant to fill out the form. Would this be because the welfare would pass these details on to the revenue and the landlord may be investigated?

There isn't a live connection, but returns are made at the end of the year.
