European Commission in coordination with Europa Youth is organizing cartoon competition, in all EU Countries, titled “European Union and Citizenship”. Any person aged 16 or over, who is into art, is welcome to express himself in a form of one page cartoon. The cartoon must illustrate the theme of citizenship in the European Union, for both EU citizens and residents.

Work can be submitted by 27th of February 2009. There will be 3 best cartoons selected and their authors will be invited to award ceremony at the European Commission Representation on 3rd of April in Dublin. Afterwards a European Jury will select 3 European winning cartoons among all national winners from 27 EU countries.

Also all national winners will be invited by Commissioner Barrot to a European award ceremony on 9th-11th of May to Brussels.

The winners of the European Level will be awarded a cheque of €6,000 for the 1st prize and respectively €4,000 and €2,000 cheques for 2nd and 3rd prize :D. Winning cartoons will be displayed on EC website.

I'm interested, but its all a little unclear. By "cartoon", are we expected to draw in an exagerrated "cartoony" style, or can we draw whatever way we want? And is a comic page suitable? (i.e. a page of panels, obviously no text)
And is it that only one person from each country gets picked?

What you are supposed to do is a page of panels/comic strip. Number of panels is up to you, but it must fit on A4 sheet. Single image is acceptable but a comic strip is preferable. Technique is also up to you.
However you can submit more that one work. In this case each must be send with separate submission form, which can be downloaded from the website.

In National level 3 places will be awarded, but only winner of the first prize will go to Brussels (all expenses paid).

I am happy to answer all other queries you may have.

I would like to inform that deadline for submitting cartoon has been postponed to 7th of March. All other dates, like Award Ceremonies, remain unchanged.

[SIZE=-2]Cartoon competitions and festivals have been springing up in every corner of the world. From small exhibitions accommodating 50 artworks to large shows with hundreds--some-times over a thousand--cartoons on display, there is a wide variety of events boosting interest in cartoons and satirical art.

Some of these festivals - the most popular word used for these show/competition combinations - work with substantial capital and a big apparatus; others are operating on a shoestring budget and their exhibition is no bigger than the size of a classroom. The awards also vary. Cash prizes are offered from $200 to $25,000, the average festivals putting up awards worth around a couple of thousand dollars. Some give no awards, but organize symposia for professionals and mount prestigious shows attracting hundreds of thousands of visitors. While some organizations are known for drawing in the public, others are better known for attracting artists and cartoonists.
