OK does anybody happen to know if it is possible to defer an MA in ireland or the UK? does it happen or is it totally up to the university themselves?

Sorry just in a mess at the moment about what to do.... apply for the course this year while my lecturers from my undergrad still remember me and get accepted to the course only to defer it

or just reapply next year .....

I'd say it'd be better to defer than just refuse or not show up.
It happens all the time. At the end of the day they want your money, whether this year or next. It's totally up to the department themselves whether or not they let you defer, but if you give them enough notice I don't see why not.
