Radiator cold Spot??

    Hi

    I have got a radiator which seems to be colder on the left side than the right. Its not airlocked as i checked and its hotter at the top than the bottom but at the bottom left side its noticeable colder than the bottom right.

    Also the 2 knobs which turn it on or off and balance it are broken off so not sure which does which. However the pipe on the left is noticeably hotter than the pipe on the left. Could there be an issue with the balance? I have both valves turned fully anti clockwise. Is this right for max heat which i need for this room as its quit big?
