Does this price apply to any roaming countries at all or is it 1c/kb straight off in all countries?

Only in NI does the 50mb apply i believe, its the 1cent per kb as you said

Any Mobile Internet usage on the O2 UK network in Northern Ireland will be charged at 1c per KB Inc vat up to a maximum charge of 99c each calendar day. Any usage over 99kb will be free up to a maximum allowance of 50MBs per day (a day is 00:01 to 23:59- Irish time). If you exceed 50MB usage in a calendar day you will be charged an overage rate of 0.5c per kb.
