Elictric Dog Fence help!!!!!!

Hello, Unfortunatly I bought a electronic Dog Fence new from a seller on e-bay(I cant find the seller). When I turn it on bout no.8 (1-9) it protects the boundry but if the dog moves quick in the area its allowed in - it gets a shock(collar beeps first - can anyone offerany advice???
