Tried to make a call yesterday but I got the recorded message "you do not have enough credit to make this call". Now I had about 7 cent credit on my phone, enough to ring and hang up. Are they allowed to do this?

Of course. If the person you're calling picks up, the charge just for the connection may be above 7c.

If you don't have enough credit why should they allow you to make a call even if its 1sec long?
