kernel32.dll pc wont boot up

As said my pc wont boot up.Did a refrag and since ,this issue has started.
"This application has failed to start becuase kernel32.dll was not found.Re-Install the application."
Help would be appreciated.

<snip> backup all of your files first.
Then try and do a system restore

it wont let me boot in safe mode.

You can use linux boot disks to access your files

you can install windows to a different folder - c:\winnt instead of c:\windows
you then get a choice of which copy of windows to boot into, which you can change if you get the old copy working.
