my roof (30yrs plus) has a very low pitch, 30 degrees. the felt or lining under the tiles is in bad state, ripped in some places-thanks to tv cable installer for that one, they have to be the most distructive workers:mad:......anyway there is plenty of insulation, with is keeping the water from coming throught ceiling when the wind is blowing hard, pushing rain under the tiles.
is there any way of resealing roof, like spraying stuff onto roof from inside in the attic

there are contractors that can reseal this with a special foam which hardens. Its bit like expanding foam.

IMO, water ingress is best sorted at source so take off the roof tiles and replace rotten/torn felt with a breathable membrane, using greater than normal overlaps and tape the joints.
replace the slating lathes while u are at it.
30 degrees would not be regarded as very low pitch
