Looking to spend €80 max. Looking to drop an E5200 into it and overclock at some point - will a stock cooler get it to 3gHz? Don’t care for more than one graphics card – looking at a 4830 (1280x1024). Whats the best chipset guys at this price point?

    Cheers.

Cheapie G41/43/P45, G31/33/P35 should still be okay if you're in a tight spot. Most older mobos and even some (older) P45s need a BIOS update to correctly recognise a E5200 due to the extremely high multiplier and extremely low stock voltage.

E5200 should go over 3GHz on stock cooling but if you're unlucky they'll need overvolting soon after as Intel seems to be very arbitrary with stock voltage varying from batch to batch; stock Vcore can vary anywhere between 1.1375-1.25V depending on batch. Mine runs fine 3.33GHz @ 1.2V; that might not even be enough for other batches to run stock speed  Use CoreTemp to check your chip's VID value and take it from there.
