Meteor: Secure email and port 993

Anyone know if Meteor open port 993 to send/receive secure emails? I'm on a pre-pay HTC Diamond phone. I can download over unsecure, but can't figure out outgoing mail settings. Would like it all secure if possible. Is this available on pre-pay?
