"Because there was and there wasn't a city of Bagdad"

I saw a sign on Adelaide Street, on the gable of the house backing on to Dunnes Car Park.

It was a roof top photo of what I assume was baghdad with the logo

No City called Baghdad

Any ideas what it is about.

It actually reads "Because there was and there wasn't a city of Bagdad" It's part of the Model Niland's Signal's in the dark exhibition.

Who pays for / subsidises the Model Niland's Signal's exhibition...it is hardly self financing is it ?
