Wife won a Samsung SGH E250 phone in a raffle for charity.
I opened it to find it's locked to Vodafone but she's with O2 and doesn't
    want to change her number.
Is there anything I can do to make it work with her O2 number or would I
    have to sell it?

Unlocking questions are posted in this thread: http://www.boards.ie/vbulletin/showthread.php?t=304061

The phone needs to be unlocked from the vodafone network. Vodafone would give you a code to do so but only when you spend €120 credit with them.

So you need to get it unlocked in a shop. It wont cost much.

Also she could 'port' to vodafone and still keep her same number including the 086 prefix.
