I actually think its alot more sinister than that. The placement of special offer signs over a product which is very similar but not the same happens too often to be sloppy. Also the amount of times 2for1 or similar offers are ignored at the till happenstoo often.

I feel its deing done to deliberately deceive customers. One evening i during the week i was at the till and the woman ahead of me was raging she'd bought any 3 for €5 promotional products but had been chrged full price for each one and also had been overcharged on a bottle of wine. Her exact quote to the girl at the till was "I'm so sick of this, every time i check my receipt its wrong!"

this has also happened me, and other shoppers have said same in my local area
