What do ye think is the best procedure for charging a new phone to ensure you get the most from the battery?

lots of people seem to say charge fully, then leave run down fully before the 2nd charge.

    What do ye reckon ?

This is not necessary for lithium ion batteries that are in use in most phones. It is however recommended for other types of rechargable batteries.

There's no advantage to leaving lithium ion batteries discharge fully. Also some people say to leave it plugged in for 10 or 15 or 20 hours when you get it first. This too is unnecessary. Leave it plugged in until it is fully charged.

Even for lithium-ion batteries i think the best practice is to fully charge and fully wear it down and then fully charge again. Once you do this for the first few charges, its doesn't matter after that.

It doesn't need to be over night or a certain amount of time, just once its fully charged.

is it ok to turn it on when it is on the charge first time , after say an hour or 2 , but keeping it on the charger?

Why do shops ram the "you must charge it for 24 hours" line home?

In this day and age it is not required.

I find that people are reluctant to change and tend to continue to do what they were initially taught until they want to change, regardless of the evidence that proves otherwise.
