EAGF & EAFRD Payments

Can someone explain to me how these payments are calculated. I see some local farmers with similar stock and land and the pay outs vary quite a lot, any reason for such variance in payments? European Agricultural Guarantee Fund (EAGF) or the European Agricultural Fund for Rural Development (EAFRD).
