    Minister Ryan

Where on earth is the NGN consultation document?
When we last met you promised it would be published within a few weeks, a few months have now passed and still no sign of the document.

We have been waiting long enough, kindly publish these documents as soon as possible. The country awaits. This may be deemed a minor problem, yet it is symptomatic of the failure of the Greens to actually achieve anything worthwhile whilst in government.

Your government (and the Green party) will be destroyed and utterly devastated by the forthcoming elections, if you still want to make a "difference", at least publish the NGN documents before you leave office.

And don't forget to switch off the lights in the DECNR before you go:)

Seems to be no mention of it on the website.

Was it all just a dream, minister? Or were you busy catching up on your DVDs of 'Yes, Minister!'

Hard to believe anyone is actually waiting for this.

Going back to the 26th February 2008.

The International Forum on NGNs met and had dinner in One Pico. There were only 7 members of the Forum and the moderator, but the dinner was booked for 19 people.

The following day, the Forum (7 + 1) did its work, but the tea-breaks and lunch were booked for 16 people. So who were all these extras? Why were they there? Were they all in the room during the Forum sessions? Did they have speaking parts? What was the role for instance of Matt Yardley of Analysys Mason who was invited but was not officially a member of the Forum.

Then later that year in the Dail
"The Forum has critiqued the paper and provided robust commentary on the approach the Irish Government should adopt. My Department will incorporate the advice of the Forum and I intend to publish the paper shortly for consultation with all stakeholders"
Telecommunications Services: 12 Mar 2008: Written answers (KildareStreet.com)

Its hard to know what the Minister meant by "robust". Its a pity we didn't get to see the unedited version of the critique. There was not even a summary of the views of the Forum in the appendix. The Forum members are not mentioned. What did they say?

    Did they say this?
"The winners in the Internet economy will be the countries which mix and match the policies necessary to take advantage of opportunities in order to produce the best outcomes in establishing and maintaining high end economies."
Consultation Paper on Next Generation Broadband. page 28

That statement encapsulates the entire document. It allows for anything, everything and nothing. Which is why imo its not worth bothering about.

If the Greens are going to 'move on' - especially after the weekend results - one would imagine that the very least they can do is 'move on' and leave the country with a good document/framework that can be used for Ireland's NGN rollout....

if nothing else, Minister Ryan would gain some measure of respect IF he could deliver on that............ big if though :-(

So the prophecy came true...now for part 2 of the prophecy to come to pass.

Behold I say unto thee the NGN will be published and we will look upon it and be pleased (or not).

Surely the delivery of one small consultation document is not beyond the capibilities of the minister?

Oh yeah and remember to switch off the lights on your way out...

The minister is looking for the paragraph about bicycles since it landed on his desk. He is a tad confused by now.

On a related note , Alan Kelly got the Labour seat in Munster in the EU Parliament .

He actually seems to have a clue what an NGN is . Shall we ask him to write to Ryan for a copy of this mythic tome ??

    Well done Alan...

He'll have his work cutout explaining to the great unwashed mass of MEPs what Net Neutrality is and why it is important.
Also many other things to do with computers/networking, thankfully he seems to understand the issues.
I can just see the conversations in the halls now...and hopefully he has oodles of patience.
