UTV slow - Rathmines 17 & 18 May

Anyone else getting slow speeds yesterday and today? I'm on a 3MB package and nowhere near a download limit. I'm on the unlimited plan but I've only done 3-4gb of traffic so far this month so I couldn't be throttled. My upload is almost as fast as my download speed FFS!
