broadband line problems please help me!

Hey guys i'm having problems with my 1mb broadband connection. During the day i get full speed (router page says 1024 kbps download speed) but in the evening and at night i get a very slow connection 256 kbps or less, and sometimes no internet connection at all. Just before my external phone jack there was a huge bundle of broken wire. I shortened that by cutting away all the broken bits of cable to see if that made a difference but i still have the same problem. Eircom replaced my line from outside to the main socket already but left the extension the way it is. Does anyone have a solution? Or perhaps somewhere I can buy a new cable for my extension socket
