Texts from abroad

Hi, I got a text today from a number and it was displayed as +353871234567. Does this mean that the text was sent from an irish number outside of Ireland? I always thought that theyre usually displayed as 0871234567. An odd question but im interested to know

Texts I receive generally always receive as +353 on them for me. Texts I receive that were sent from o2 webtext come through as 00353.

It doesn't mean the number was abroad.
