Harvey Norman has the sim free Nokia 1280 for €19.99 so it's unlocked to any network. Buy yourself a Vodafone sim card for €10 and away you go:)

If you are going to be using the phone a good bit - the cheapest now may well work out a lot dearer in the long run.
Tesco has an offer (for life) of double top up credit whenever you top up by 10 euro or more. i.e top up 20 euro - get 20 euro free.
The "catch" is that the free credit expires after 30 days . But calls are just 20c a min to all networks and landlines. For many pay as you go users this could work out the cheapest in the long run.
