Someone just started building next to me, started at 9pm at night!

What are the limits to when construction work can be done?

I'd advise you to ring your local building control section in your local authority to find out what are their hours.
If the building work did not require planning permission, then it may be trickier.
What's being built? Does it have planning permission? If so, can you visit the planning office and look at the conditions on the planning grant to find out the hours (if there was a stipulation)

before going legal on it maybe you should talk to the owner he might be an ok sort and hav a word with the workers. just remember you have to live next to these people so try not to s*@t on your own door step. having said that im not saying ignore it.

Normal construction hours as per the CIF are:
    Mon - Fri 0800 - 1900
    Sat 0800 - 1300.
Some Local Authorities have slight variations, and a Planning permission might include a condition with different hours.

I suggest that you speak to your neighbour and make him aware (in a friendly way!) of those hours.

If that does not work, you could contact the following if you are in the Dublin area:
    John Healy
    Environmental Health Officer
Air Quality & Noise Contriol Unit
    46/49 Upper O’Connelll St
    Dublin 1

Much appreciated guys, I spoke to him on the first night and it was something 'urgent' and would be finished in 30 mins, was there for an hour.

Spoke to him last night (as he started digging at 8pm), is building a house for himself, told him kids were in bed & keep it down please. Then a pipe on the digger broke, so he had to stop.

Will give it a couple of weeks, but I suspect this is a case of building a house after the day job is finished, therefore evenings & weekends only. I won't put up with that for 2 years.

eta, Seems a nice chap though & it's always handy to have a builder for a neighbour.
