How to repair/replace shutter lock

    Hi,
    There seems to be a key missing from a shutter door and I think I'll either need a locksmith, or some other idea. I'm new to this so would appreciate any advice to be able to lock the door (see attached picture).

    The walls on either side can't be drilled through, nor can the ground.

    Has anyone any idea would a locksmith be able to fix this and how much it's likely to cost? Would they just replace the keyhole or what? Bear in mind the keyhole is actually built into the steel shutter door so it could be a bit of a nightmare.

    Any feedback appreciated :)
