How do you setup a LAN for playing games against one other person, is it as simple as connecting two pcs/laptops with an ethernet cable or using their wireless networking cards? Can you do it with a standard wireless router? Or do you need specialist hardware?

If you have a router or wifi AP that you connect internet over, then you shouldn't need to do anything just create a LAN game.
However, if no router or anything, you can connect all PCs to a switch and configure static IPs on each.

If it is just 2 pcs, you can connect them together using a cross over cable. Otherwise you'll need a switch but on wifi, you don't need this, everyone just gets associated with the AP.

    Its no big deal really.

With a router involved, assign static ip's on each nic
for each pc you want. Ethernet/wiressless or whatever.

You can use DHCP if the router supports a DHCP server.

The most important thing to remember with a small LAN
is to assign the same subnet mask for each machine.

Also make sure the ip address for each machine has
the same network number, only host portion is variable for
    one simple LAN.

So for 192.168.1.0/24, where ip's for each pc can go from:

    192.168.1.1 -> 192.168.1.254

    192.168.1.0 and 192.168.1.255 can't be used.

A subnet mask basically is a 32 bit number used to identify
which 'subnet'/network a device belongs to.

The network portion for a simple LAN should be set
to say 255.255.255.0 for each pc to identify each pc on the
same local network. 254 ip addresses should be enough.

Seems to be some over complication. Easiest way just to use a crossover cable, make one 1.1.1.1 and the other 1.1.1.2. Done, all you need to play games locally.

To be picking you should use a Private IP address,
    Something in:
    10.0.0.0 – 10.255.255.255
    172.16.0.0 – 172.31.255.255
    192.168.0.0 – 192.168.255.255

    But yeah, anything will work.
Most machines of the last few years are auto switching, so any network cable will do the job.
If things aren't working, disable firewalls on the two machines.
