Gardening on a Balcony??

I have a very big balcony and i want to know what to do with it... I share it with another person and there is a bannister separating the 2 sides....the bannister does nothing to block sound, noise, dirt etc btw It's very windy so it would need some sturdy plants/bushes...also it is very noisy as there is a train going…

Does anyone know any good bushes or trees that could prosper with little light and keep the noise and possibly dirt out....

I'm on a budget so they can't be too expensive
