Bus corridoor in college green

i have downloaded the map of what they are doing here but i still cant understand what they are ACTUALLY doing.

can we still drive around college green?

Northbound Traffic – from Dame Street to Westmoreland Street
• Public Transport Only
• No through general traffic
• Access maintained to and from Dame Street via median on College Green

Southbound Traffic
• Bus Taxi Cycle Only from College Street to Dame Street
• Bus Taxi Cycle Access Only from College Street to Grafton Street
• Bus Lane on College Street to Westmoreland Street
• General Traffic Lane from D’Olier Street to Westmoreland Street

There's also a map but I'm not sure how helpful it is.

Note that the restrictions only apply at peak hours in the morning and evening.

I heard it confirmed today that it also applies to motorbikes, so watch out bikers.
