    Note the way he's not parked on the hard shoulder but off the hard shoulder in a safe place....these guys can't be seen to be breaking one law to catch you breaking another...so if they are parked on a footpath and you get caught, you can chance contesting it in court, although you risk changing 2 points into 4 along with the costs! It's a matter of law.
