Clontarf road development?

Hope this is the right place to ask this question. On my way into work each morning I noticed that there is some development going on beside clontarf dart station. Anyone know what it is? It looks like a sports groung of some sort?

I heard its a massive sports development like a soccer, Gaa, Rugby pitches. Good idea if it is the case.
