Help with a Van please

I've recently iacquired a van and for the life of me I don't know what you need for it etc...
for instance, can I insure it and then take it over for the DOE?
can I drive it on the road without the DOE (ie can I drive it to the centre like?)
I'm only using it for fluting around with bits and pieces etc so can I still tax it commercially, ie €248 or do I have to tax it as a 2.3L?

any help would be greatly appreciated..

You can insure it and make an appointment for the DoE. Keep a copy of the DoE appointment letter in the van in case you get stopped.

You can't tax it without a DoE, and it's an annual test.

You can tax it for €81 a quarter, or around €288 a year.
