I want to buy a car/van but since there will be only two seats in it is it against the law to put a baby car seat in the passenger seat having the airbag switched off on that side.

No, not illegal.. and it doesn't matter how many seats in the vehicle.

    SI 240 of 2006
    (2) A person shall not drive a vehicle with a child restrained by a rearward-facing child restraint system fitted on a seat, in front of which there is an air bag, unless the air bag has been de-activated in such a way as to prevent its operation while the child restraint system is in use.

Not Illegal. No problem once the airbag has been de-activated.

I would not recommend using a carvan if you are transporting an infant. Better off buying a car altogether and putting the baby seat in the rear of it.
