Query on being taken into Garda custody

    What's the normal practice here?

A foreign visitor was in a group watching musicians in Dublin city centre.

A Garda car arrived to break up the group.

The foreign visitor, for what ever reason, was handcuffed and put in the car.

When I asked where he would be taken I was told a particular Station.

I went there and enquired where he was and was told that he had not been brought into the Station.

I was told that he was released before arriving at the Station.

    Is this normal practice?

The person cuffed goes to a solicitor, gets legal advice which is not available here and follows an appropriate course of action.
