3G phone to phone connectivity

I'm developing an application for mobile devices that requires setting up a phone to phone data connection on a 3G network. I'm using vodafone for my test, and I can't seem to be able to get the phones to talk to each other. From googling around I get the impression that device-to-device networking is not supported by vodafone without a special contract (M2M or company APN perhaps). Is anyone able to confirm this and point me in the right direction regarding what I would need to do to get setup? Thanks.

A corperate APN would work, but you or your company will obvious pay a heck of a lot for it.

Maybe there is an existing Jxta project that already does what you need.
