ETA on eircom piracy flood

I know there's quite a few threads on eircom and i've gone through most of them and skimmed over articles on the internet... Anyone know when Eircom will start implementing 3 strike rule, monitoring customers and blocking pirate websites... mostly just the first 2 though. Apologies if this is answered somewhere else
