If it's actually used for the purpose, sounds like a good idea.

50c per month per customer from all telecommunications companies would certainly help fund the rollout of a fibre network.

Question is: would people support this if the money was used to finance infrastructure upgrades across the country,in particular ensuring 100% NGN coverage within, say 10 years (making sure rural Ireland didn't get left behind)?

The problem is that the line rental people already pay is supposed to cover this and we are already paying one of the highest line rental's in Europe at €25

To put this in context, in the UK, BT charge £11.50 (about €13) per month line rental and that is considered expensive compared to it's competitors!!

I've no problem paying for infrastructure, but here in Ireland it just seems to be going to paying for Eircom's debt.

When you say 'one of' - apart from the UK who else charges line rental?

Almost every telco in Europe charges some sort of line rental. AFAIR we are the most expensive, the European average is around €13.
