Now, I'm 90% certain my neighbours have cable broadband (which I'm going to check out in a bit), so I don't see how one service can provide it and not another.

I can't find anything online from 2002 onwards about laying fibre optics or anything.

The problem might be in the exchange or what ever the NTL equivilant is.
